Usually, he is...until he gets excited/goofy/pissed.
But, as I said in the "Overrated" thread, I don't think too many of the anime voiceover players have that large a range, so they can't change too much, and they get placed in the same type of roles all the time.
And Fodder's got a point, Animaze/Bang Zoom! players seem to get most of the voiceover work, probably because they're based in L.A.
It would be nice to hear some different voices once in a while...but that requires a lot of training (while being paid peanuts, compared to SAG-work) to become a decent and productive actor.

You know what? Is it just me, or does the VA who does Jigen's voice for Lupin III sound remarkably similar to the VA for Bateau in Ghost in the Shell(movie)? Wait a minute, he is the same VA! He goes by the name "Richard Epcar". He'll also be returning to his role as Bateau for the Ghost in the Shell: Stand Alone Complex series.

Actually it's not a union thing. Union people get in GIANT fucking trouble if they are caught doing non union work even under psuedonyms. Unions don't take anything very lightly. If they were one in the same he would have had so many fines attached to his ass he'd drown in a kiddy pool. Trust me on this; I've been looking into the VA industry to help support myself and as another facet of my all encompassing animated kickassness.

That's what I meant by it being a union thing. He can't be caught, so he becomes 2 people who sound exactly alike and voice the same character in the same series, changing names depending on union involvement or not.
He probably won't be able to publicly admit David=Steven until loooooong after retirement. OR we'll find out after his death (may it be 200 years from now) ala Andy Kaufman/Tony Clifton and everyone who knew they were the same will be like "told you" and everyone didn't will be like "it's just cartoons man."
It's far to risky for David to try in the first place. Lets say he gets $250 for an hour recording session as David and goes to towns over and gets $1000 for an hour as Steve. If caught The VAU would fine him something along the lines of $125,000. If he didn't pay he would be blacklisted by the union which would mean no more union jobs for him in other words no more Tom. Hollywood guilds don't play around; you piss them off you will NOT get work unless you are a movie giant already... Which David nor Steve is.
