My best guess is that Tyler's under another bandwidth crunch and needed to take it offline until the end of the month. It's happened before, so I'm not too worried...
Still though, I don't remember ever seeing the screen like the one it has now, so I guess we'll just have to wait for the man himself to clarify...

He fell off the face of the earth over the last year and we haven't been able to properly transfer the domain, which expired on August 22nd.

Although my DNS apparently hasn't updated, since I've been able to see the main page so far today.

maybe because i have my home DNS server setup as a slave server of the TDA network.

Yes. All you can see through "toonamiarsenal.com"is the GoDaddy holding page.
The numerical address works, as expected, but there've been no content updates (this should also have been expected ).

if you want it to work, go into your network settings and change your DNS servers to the server's IP and it'll be all good
