New Jersey begins statewide shutdown
Lottery stopped; casinos could be next
TRENTON, New Jersey (AP) -- New Jersey's courts didn't open Monday, lottery ticket sales shut down, and the same could happen to betting at race tracks and the Atlantic City casinos.
As the first workweek under a state government shutdown began, more than half the state work force was off the job and those who were working might not get paid.
Gov. Jon S. Corzine imposed the shutdown after lawmakers missed a July 1 deadline to adopt a new state budget. The impasse among Democrats over a sale tax increase left New Jersey with no means to spend money, and a private four-hour meeting Sunday between the governor and top Assembly and Senate leaders ended without a compromise. (Watch what happens to small business when the government shuts down -- 1:37)
The Senate planned to meet Monday, and Senate President Richard J. Codey told senators to be ready to stay in session until a budget is adopted. But no Assembly meetings were scheduled.
"I would welcome the Assembly actually coming in, staying in Trenton, working on the budget, hour after hour, 24 hours a day until we come up with a budget," Corzine said Monday morning on CNN. "I can't veto a budget, I can't sign a budget until it's actually presented by the Legislature."
No budget bills had moved through legislative committees yet, and any legislation those panels approve must wait a full calendar day before receiving final votes in the Assembly and Senate. If no bills move forward Monday, the Legislature couldn't adopt a budget before Wednesday morning.
Road construction and lottery sales were among the first casualties of the shutdown.
Race tracks and casinos, which require state monitoring, will be closed Wednesday if no budget is enacted by then. State parks, beaches and historic sites will close their gates on Wednesday.
If the shutdown drags on, Corzine said, services paid for with state aid, such as prescription drug assistance and hospitals, will also be hit.
A state appellate panel on Sunday ordered horse tracks closed at the end of business Tuesday. The horse racing industry said it would appeal if the budget impasse is not resolved.
The casinos are also waging a court battle to remain open. The head of the Casino Control Commission told Atlantic City's 12 casinos to lock up at 8 a.m. Wednesday, and an appeals court panel on Monday denied the casinos' request to stay open while the appeals continue.
"We're still studying the order and trying to figure out what it means for us," said casino association lawyer John Kearney.
The state extended deadlines for people trying to renew driver's licenses, vehicle registrations and car inspections -- a good thing, since some people showed up at state offices Monday only to find the offices were closed.

I mentioned this to fdd earlier today and he hadn't heard about it, so I was just curious to see if this story's actually been reported outside of Jersey. My employer is part of the casino industry, so the department's been on-edge over the news. No one really knows how they're gonna evacuate the casinos if an agreement isn't reached, but I have Wednesday off anyway, so I'd miss out on all the "fun"...
Anyway, I was also wondering if anyone has heard of this situation happen in their/another state before? The whole thing seems unbelievable, but it appears the governor is serious about it. It'll be interesting to see how far the shutdown goes before a solution is reached... _________________ "Life's a journey, not a destination..." -Aerosmith ('Amazing')

We've had this in Pennsylvania a couple times. Its not unusual in an election year. Which we are in. No one wants to cut programs or raise taxes. So you reach a stalemate. And they really don't care about "non-essiantial" services. Since keeping in mind these are the programs that need to be cut.
And there saving money while this is happening.
BUT!!! Now that the casinos have been told to shut down. And the casino's went to court about it (isnt it great being a society can solve all its issues in courts and appeals courts and state supreme courts and US courts of appeals).
Well since the Casino's will shut down for no one Remember this is Jersey they arent Native American Casinos. And this isn't vegas with Steve Wynn. These are casino's run by people named Vinnie. They won't be willing to close for a minute during the holiday. They'll convince the government to do its job and approve the budget. _________________ Certified Narutard |

Just to update, I took a call from our department head in Las Vegas (basically "the big guy") wanting to contact my boss and discuss contingency planning in case there were a shutdown. My boss doesn't believe anything major's gonna happen, but I guess the threat is real enough to have a backup just in case...

How long did they usually drag out in PA? And was there a noticeable effect from services cut off?

Oh please, you think Atlantic City is a threat to Vegas? Our big casino is Borgata simply because it's the closest thing to the 'Vegas experience' over here. While you guys won't exactly weep the loss of A.C. gambling, I don't think there's anything to worry about when we're running on full strength... =) _________________ "Life's a journey, not a destination..." -Aerosmith ('Amazing')

Oh yeah obviously havent been to "da shore". I mean really its not a threat. I love Vegas and Im going back next year my 10th anniversary. I go to Las Vegas for vacation. I go to AC to gamble. I mean there isnt much else to do there.
As for how long in. I dont think the last one we had hear lasted more then a couple of days. But I still say the Casino's won't let this continue. But if your boss called for a "contingency" plan. They must think it might happen |

Casinos are closed today due to this.
I just want to apoligize. I didn't think it would happen. Who would have guessed. I would have placed a bet but it seems the place is closed. _________________ Certified Narutard |

Next planned is either this october (although highly doubtful) or definatly november of 2007 as it will be my 10th anniversary.
Im thinking if i had met up with you guys at those points. Well first we wouldnt have known each other. And secondly since i spent all three vacations drunk. That it would have been corruption of a minor. _________________ Certified Narutard |

Yea, MSNBC quotes "a high-ranking Statehouse official", but we have to wait on the governor for the official announcement. Curious to see how long it'll take for things to reopen... _________________ "Life's a journey, not a destination..." -Aerosmith ('Amazing')

Corzine mentioned it'd be 24-36 hours for everything to reopen during his speech around 4PM earlier today. I'm sure the casinos wanna open up as soon as possible, but they gotta wait for the deal to be finalized, then I believe the Casino Control Commission has to inspect every game in every casino before they can legally let people gamble again...
Rumors floating around the area have the casinos opening at the end of Friday/early Saturday morning, in which case I could see the change while at work (which would be kinda cool seeing 600 or so inactive slot machines suddenly revive). Overall it was quite the adventure, but I'm glad it didn't stretch out any longer... _________________ "Life's a journey, not a destination..." -Aerosmith ('Amazing')
