Based on the interview with the voice actors, I'm fairly certain that GIR's voice is not mechanically tweaked in any way. As in his voice actor makes his voice both that high, and kinda-echo-y. Which is damn impressive.
And I'm so damn glad I'm lazy and didn't pre-order ^_^. _________________ anime is teh s uck
