Code-wise, that's me all over.
I was just trying to guess what 10.4-specific features you were utilizing.
I can confirm it doesn't work with 10.3. _________________ "When I became a man, I put away childish things, including the fear of childishness and the desire to be very grown up."- C.S. Lewis

Sadness.
But.
There's no reason it wouldn't work with 10.3...not that I can think of. I built for "Current Mac OS SDK"...which meant 10.4.3.
Here's a version that should run on 10.3.9. Let me know if that's true or not...

I gave your program a try. I used a 5.6 GB uncompressed RGB WRAW file as input and got a 4 KB file as output. When I try to open the output file I get the error:
QuickTime cannot open the file: "[filename].ipod.mp4" it is not a file that QuickTime understands (-2048)
I tried the Optimized for iPod Screen setting with the Conservative Disk Usage and the Go Nuts settings and got the same result each time.
QuickTime 7.0.3
OS X 10.4.2
Added later: Also, will iPod/PSP videos have their own special section (like in Features) on TDA/ASF, or just put the videos under their respective show download sections? _________________ "Robots don't say 'ye'."

You all suck
Beefy: iSquint works with anything that ffmpeg can deal with. Chances are your thing is killing ffmpeg. In fact, I'm surprised the error checking hack didn't catch that.
Nobu: Obviously your computer sucks, and I don't know where those extra colons are showing up from. Then again, I fear my code whenever I go to edit it.

VersionTracker seems to like it, too.
As soon as I get a chance, I'll give this edition a try. _________________ "When I became a man, I put away childish things, including the fear of childishness and the desire to be very grown up."- C.S. Lewis

Well, my first attempt at iPod videos are on ASF. I have no clue if they work on an iPod because I don't have one.
I also wonder if the PSP will stretch the video to fill its screen, or just play the video regular size with black bars around the unused parts of the screen.
Depending on demand, I might upload the non-iPod 640x480 versions. _________________ "Robots don't say 'ye'."
